I believe those are crocheted doilies glued on it. My mother use to make them. There is a lot of work in each one.

My mom made this for me when I was in HS. It is called quilling. Tiny strips of paper quilled and then turned into an art form. Very tedious. Wonderful gift.
I just took the dome off and cleaned it yesterday.
