I thought all presidential libraries were private? I may have missed something, but I don't see what the big deal is here.
As a researcher, I would far prefer access to digitized information. I assume they will scan documents as well. And there's no guarantee that the documents given to any presidential library haven't already been edited/redacted and the salacious, illegal or otherwise juicy items deep-sixed. There's nothing about paper that says, "oh wow, this absolutely has to go to my presidential library."
What am I missing?
