It was vacant. But what was to prevent the fire from spreading to nearby structures, some of which might have been occupied?

They also said they were celebrating the chief's retirement.

I still think it was an opportunity they should have passed on.

I agree the optics are bad. But I tend to trust that the firefighters really wouldn't have posed for a selfie had there been any danger of the fire spreading.
