yes.


We can easily imagine other ways in which your statement would apply. Other ways that, just possibly, might be in the news right now.

"We don't have sufficient funds in the budget to build a wall and to pay for the land that we are seizing, so I'm afraid the landowners aren't going to get just compensation."

But my second reaction was: "violate the US constitution" and "build a wall" are not equivalent concerns....
