Wow. Besides the time and expense it would take to make the house livable, I would be afraid that the former tenant who did all the damage would come back...
Tear out the carpet, paint the place, haul everything in it to the dump, including the appliances. Pay some kid to scrape paint off of the windows. $5K, maybe.
As is he is looking at a reduction in sales price of $20K or more.

I didn't watch your video but my sister sent me the property listing for this house a couple days ago. Apparently there is a freezer full of meat in the basement that has not been plugged in in over a year. The description in the property listing is hilarious.
Oh wow, I watched the video. It's probably even worse, bc it's not just the cosmetic (and light structural) damage inside... So, apparently the tenant had the roof replaced (by lying and saying she was the owner). The real owner found out about that when the roofing company started asking for payment. Apparently the roof install is really bad. Also, there's wood rot around all of the windows outside.
Ugh, I cannot imagine wanting to buy that house unless you could get it for about 25% of its potential worth, fix it and flip it and get a huge ROI.
