That this happens doesn't surprise me too much.

When I was dealing with a couple of family members who could no longer manage their affairs, I was surprised at how easy it was to simply present a POA and execute all sorts of transactions. I remember thinking "what's to stop anyone from forging this document and presenting it as authentic?". No one really seemed to go very far in validating its authenticity.
