As someone who's struggled with performance anxiety at the piano, I sympathize! Does she want to try to get over it, or has she decided that she just isn't going to make performing her own material a priority?
Has she ever read about ways to get past it? If she hasn't, and she wants any suggestions, here are the books that had a huge impact on me:
The Inner Game of Music (by Barry Green & Timothy Gallwey, IIRC Gallwey is the guy who wrote the original inner game book, which was about tennis)
A Soprano on Her Head (by Eloise Ristad)
These books are not specific to pianists. She may not be interested, but just in case.

I think she's decided that she's OK doing cover band sorts of things. Which, of course, would never be a professional career, more of a side hustle at most. The only way I can see her deciding to give music a go is if she teams up with someone (or someones) who can do the writing but want a strong female vocalist to front them.
But really, that's just a guess. She doesn't like to talk about the things that make her anxious. (Who does?)
