There were 13 Republican votes for. If they all had voted against, the bill would have gone down.

That's the story, right there. The progressives had their tantrum and the Republicans bailed Pelosi out.

That's not exactly clear. The order of voting mattered. Many progressives were cleared to vote no once a bunch of GOP legislators with big infrastructure needs in their districts bucked McCarthy's whip.
