I would infer that the difference by county might even greater than this shows. In New York, the confirmed cases represent about 40% of the tests done. California, about 12% of the test come back positive. My guess would be that this means that New York is applying a tougher risk assessment to see who gets the test. Possibly meaning that if they were able to test as many of the moderate risk profile cases as California, it would have even more confirmed cases? | |||

The County I live in in Nevada looks a lot like Los Angeles. About a thousand confirmed cases per million population, and about 12% of the tests coming back positive. | |||
