Do you really think anyone said in email, "They're asking me to do something illegal," and then did it?

Their best shot would be flipping someone by giving them immunity. And then you'd have Trump flipping out about flipping.

This isn't going to happen until 2021, if at all. But for the reputation of our government, I think we need to publicly hang (so to speak) a few administrators, even career people, in 2021. We need to restore public faith that executive departments behave ethically and follow the law. If we need a few Auto-da-fé to shame violators, put the fear of God into future administrators, and reassure the public, that's fine by me.
