A key point is that three other officers stood by while Chauvin kneeled on Mr. Floyd's neck for over eight minutes.

To me, that says the problem is systemic.

If the problem is systemic, the solution needs to be, as well. But that's the opposite direction from the one DOJ has taken under I-1.

Yup. Systemic reform is the only way to prevent these tragedies before they happen.
