Actually that's been true of a lot of recycling. It's placed in segregated areas in the landfill, and will be sold to a recycler when/if economic conditions make recycling feasible. I think at this point the economics favor aluminum > glass > paper > plastic. Working from memory, don't hold me to that.

Not every municipality works that way, but it's not at all uncommon.

My understanding is it's gotten worse since China and other countries have stopped taking our plastics.
