My friend who is Indonesian and lives in New Zealand said in NZ, people who speak English often say "Happy Ramadan" but she also recommended "have a blessed Ramadan."

I just read an article that said Ramadan Kareem is a modern greeting that hasn’t been used for long so Ramadan Mubarak was preferable. I think the common ground is “recognize the holiday politely”.
