Well, AIE is a conservative and neo-conservastive think tank. Conservative (let alone neo-conservastive) political philosophy of American government is the reason we do not have anything close to adequate preparation for a pandemic. Yes, I know they're officially non-partisan.

The Obama administration had a pandemic plan, and briefed the in-coming Trump administration, as many of us know. The Trump administration basically took a wrecking ball to it.
