I'm used to this taking place OUTSIDE of the US, in order to fraudulently gain access TO the US market. Say, a Mexican importer bringing shirts from the Philippines, ripping out the "made in" label and replacing it with "hecho en Mexico" before putting it on a truck, tariff free, for California.
