Don't know about Hawaii but I just got mine here on my last birthday. I would suppose since it is federal they would all be the same. There is a white star on a black circle that indicates it is OK for federal purposes. The car dealer we were talking to today had one that was not federal and there was some small verbiage in the same place to that effect rather than the star.
