Weird. I read Steve's preparations as endeavoring to avoid confrontation by visual signaling that it would be a bad idea. Kinda like putting up barb wire fences with the no trespassing sign. The fence is never going to physically stop a trespasser, but its a strong visual message that is quite effective.
