Very, very easily. There's a world of difference between "it's a terrific idea, but it costs way too much" and "it's a terrible idea, no matter how much it costs". You may eventually get to the same place, but the analysis is completely different. For the first one, you do a cost/benefit analysis; for the second, there's no need even to consider cost, because the benefit is zero (or even negative).

That isn't any different than "it's a terrible idea, no matter how much it costs". I suppose you're just breaking down "it's a terrible idea" into two subcategories: "it's a terrible idea and the problem it's addressing isn't really a problem" and "it's a genuine problem, but it's a terrible idea for addressing it".
