I think this is much ado about nothing. Australia also requires a travel authorization, which you can do on line. It takes about 20 minutes for approval, and simply goes into their system. No paperwork. I can't remember if there's a fee. There might be. It's good for something like 1.5-2 yrs of multiple trips.
