It's a terrible opening sentence. The Staten Island house is the only one in NYC, but it's not the house featured in the article, which is outside the city.

To get to Staten Island from there, you'd have to take two buses (or maybe a car and then a bus), two trains, and a ferry.

DanielYou can't go wrong by using-- "in" as in x place, y state.
"On" is a colloquialism.
