I think it's the whole picture, not just select components. Of course it's good that things are getting done. But we have to acknowledge that safeguards get built in order to keep things above board and honest. The tone is set from the top. Have to take into account Trump's impulsiveness and impatience, his desire for a quick fix. He's not a big picture, long term planning type. Not everyone in the administration can withstand the pressure from him to get something, anything done no matter what the rules are. Plus he's a wheeler dealer and I think he's always looking out for his own best interests above all else. Turmp has burned pretty much all his capital with me in the last four years. Trump's previous actions have not indicated transparency. Call it a preconception, but I don't automatically assume he has the country's best interests at heart. This says it best:

I am concerned. My biggest concern with Jared involved is that resources will likely be prioritized to the states and areas that his FIL thinks "treat him nicely", and for the 1% who already have their own separate and superior healthcare system. Like his FIL, the Kushner mindset is that everything is transactional. Everything is "a deal". That's not how healthcare should be.

Actually, a zillion years ago, I did deal with Federal Gummint procurement. When I worked for Big Blue, I worked on a nightmare of an application that was developed to prepare sales proposals in response to gummint RFPs. I got the impression the entire system was developed to maximize obfuscation.
