I'm currently in Mountain View, CA visiting friends. I took a little walk around their neighborhood and crossed an immense and well-maintained concrete drainage channel. My friend told me it was a completely over-engineered structure that he as never seen with more than a few feet of water in it. Not saying this is representative in CA, but I suspect this state has better water infrastructure than, say, Houston.

I’m not sure how much water retention is done in Northern CA but in the southern half of the state there are elaborate systems in place to divert and retain storm water before it can reach the ocean. You can mostly view the system as lakes that appear in unlikely locations.
If your host is familiar with the system maybe he can point out some of the pieces to you.
