"West of Texas" basically meant the Pacific Coast. Democratic candidates weren't coming out of the Rocky Mountains and desert southwest. Until recently, the likelihood of getting a Dem out of the Pacific coast was really small. Between 1952 and 1960, the entire Pacific coast voted GOP. Ditto red in the 1920s, before Roosevelt (Hoover had a house in Palo Alto).
