Simple experiment: give $7500 lump sum cash each to a group of people who have been homeless for no more than 2 years, then track what they do with the money, compare to another control group not given any cash.

This original study is a few years old. I thought it was very compelling and positive. However, it's definitely worth noting that Vancouver's social support infrastructure is far ahead of what's found in the USA.
