I think (having heard that in similar circumstances) it means, "it's always better (for parents of at fault teenaged drivers) if you settle this without involving the insurance companies."

I guess if it’s just minor damage and would cost less to fix than your deductible, it might make sense not to involve insurance.

In Montana, insurance companies have challenges in collecting the deductible from another insurance company. I don't know all the ins and outs, but when I had a claim this summer, my insurance company paid, said they would go after the at-fault party's insurance company for the entire amount, including getting me my deductible back. But then, when the at-fault party denied fault, they were powerless to go after him. It was because of something written in the Montana code, I am fuzzy on the details.

They said if I wanted I could go after him myself in small claims court. Proof becomes very difficult when it is he said/she said.
