They are designed with unoccupied floors called voids. It’s a scheme that allows them to build taller than otherwise would be permitted.

BTW, HMLV owns Tiffany and Co. I look at their site once in a blue moon and they haven't done much exciting with it yet.
How right you are. They've even managed to mess up Vacheron Constantin watches that had been made since 1955. I appreciate craftsmanship and think this is a shame.
