I am astonished that you believe there could possibly be a connection between what Trump and/or the Trumpettes say and the truth. What you quoted above may be true, it may not be. But the fact that Navarro said it is utterly unindicative of whether it's truthful or not.

These are the same people who said that Mexico would pay for the wall, that tariff wars are so easy to win, and that China would be paying for the tariffs.

Obama officials told whoppers about the USPS. It wouldn’t surprise me at all if Trump officials did the same.
