Very strange stuff, it cleans things like dashboards, control panels and keyboards better than anything else I've tried. There are recipes on line to make it yourself if you prefer.

So, after it gets full of dust, hair, bug parts, crumbs, and whatever other detritus is about, do you just toss it? Or is there a way to refresh it?

It looks like slime. (Corn starch, glue, dish soap, I think, there are multiple recipes. Oobleck, homemade silly putty, etc.
