Barking Dogs
Why do people think it's OK to keep 3 large dogs in their garage, with a 4-inch opening at the bottom of the door, 24 hours a day? These dogs are totally neurotic, barking at anything that goes by, and the neighbors do nothing. It's driving us nuts, and we're not the only ones.

And why do the city ordinances make it so difficult to pursue some sort of legal remedy for this? Around here, you need to have 3 complaining neighbors, or barring that, a 30 minute video showing the dogs barking. Then you have to go to mediation. Then if mediation doesn't work, they will establish some sort of formal complaint. The owners have something like a year to rectify the problem following that complaint, and then they get 2 more tries if the problem doesn't go away. Gaaaah.

If it was loud music or construction noise, they would be on it immediately. So frustrating, and so annoying.

OMG that's horrible. So, in theory you could have to put up with barking dogs for 3 years??

That law should be changed, not only for the benefit of the humans, but also for the dogs!

That kind of thing is so frustrating. We can sometimes hear a dog barking in our neighborhood, but it's several houses down so we can barely hear it, and I have never noticed it at night etc. But the times I do hear it, it goes on for a good 20 minutes or more, and it must be horrible for the houses immediately adjacent.

Have simply called the police here. They were at the offending dog owner's door within the hour.

I would try:

1) talking to them
2) getting support from neighbors and talking to them
3) initiate the town process
4) poisoned steaks

in that order.
