The idea of selling government bonds to fund a government program is not new. In the first half of the 20th century, presidents were able to rally the public to pay for national emergency programs. During World War I and World War II, President Woodrow Wilson and President Franklin Roosevelt each undertook massive initiatives to raise the money that was needed to mobilize the troops through the issuance of bonds and imposition of higher taxes.

Am I missing something? It doesn’t get around the need for Congress to authorize the appropriation.

I thought a "wall bond" would be some beautifully printed 19th century piece of paper issued by some defunct government that you frame and hang on your wall ... Big Grin

It doesn't get around Congress needing to authorize the appropriations. But the funding for any appropriations would be coming from people who bought the bonds and who presumably think funding border security/wall initiatives is a good idea.

I don't know the details of how they worked, but didn't WWII war bonds generate money used for military appropriations? edit: And weren't there other government bonds that were separate and didn't fund the war effort?

But that's basically what is being proposed, I think. Personally, I don't think it would ever get off the ground. But it would give Trump an out to put the onus back on his base to fund the wall initiative if they think it's what they want.
